If you are the parent or guardian of a young passenger travelling alone on a Jetstar Asia (3K) flight you must:
- Download and complete the young passenger declaration form;
- Go to the airport with the young passenger on the day their flight departs; and
- Submit the signed declaration form, and show photographic ID (valid passport, driving licence or NRIC), to a Jetstar team member
If you don’t complete all three steps above, the young passenger will not be able to check in and the full value of their fare may be lost.
- This process is mandatory for all young passengers travelling alone who are aged 12 and over but younger than 18 at the time the first flight on their booking departs.
- Required for all Jetstar Asia (3K) flights, and any Jetstar flight connecting to a Jetstar Asia (3K) flight.

Why do I have to sign the declaration form and bring it to the airport?
Civil Aviation Authority of Singapore’s (CAAS) policies on the carriage of minors have changed, and Jetstar Asia (3K) require the signed form to comply with the updated CAAS policy.
Jetstar Asia (3K) does not have an unaccompanied minor service, so the form shows that a parent or guardian has given permission for the young passenger to travel alone.
The keys points of the CAAS policy change are:
- CAAS now defines any airline passenger below 18 years-old as a ‘minor’.
- CAAS policies state that minors are not permitted to fly unless accompanied by a passenger 18 years of age or older.
- However, they do allow a ‘minor’ aged >12 and <18 (known as a ‘Young Passenger’ on Jetstar Asia) to travel unaccompanied if that minor’s parent or guardian signs a declaration form to show they have permitted their minor to travel unaccompanied.
Do I have to bring the form to the airport in person?
Yes, you must submit the form in person to the relevant Jetstar check-in counter, when airport check-in opens for your young passenger’s flight. When submitting the form, you must also present valid photo ID (passport, driving licence or NRIC). If you don’t come to the airport in person, or can’t show valid ID, your young passenger will not be able to travel and may lose their fare in full.
Can I bring the form to the airport before the day my young passenger’s first flight departs?
If the first flight departs from Singapore, you and the young passenger can bring the completed form, and your valid ID to the Jetstar service desk at Changi Airport, up to 14 days prior to the departure date.
What if the young passenger is travelling with someone aged over 18?
If you, or someone else, are over 18 and travelling with the young passenger, you do not need to complete this declaration form.
What can I do to ensure the safety of my young passenger?
If you are the parent or guardian of a young passenger travelling alone, the best way you can keep them safe is to make sure they are mature and responsible enough to travel on their own.
All young passengers should also travel with a mobile phone, so you can keep in contact with them if there’s a flight disruption, and so they can let you know when they have safely arrived at their destination. It’s also a good idea to keep track of your young passenger’s flight, so you know the correct departure and arrival times.
What if I require consent from my young passenger’s other parent or guardian for them to travel?
The declaration form doesn’t override an order given by any court or authority stating that a young passenger may only leave their country of residence with the consent of both parents or guardians.
What if my young passenger is connecting to a Jetstar Asia (3K) flight?
If you’re the parent or guardian of a young passenger connecting to a Jetstar Asia (3K) from a Jetstar Airways (JQ), Jetstar Japan (GK) or Jetstar Pacific (BL) flight, you must also complete and sign the declaration form, then present it to a Jetstar team member during check in, at the departure airport of the first flight on the booking.
What if my young passenger is travelling in a group?
If two or more young passengers, aged 12 and over but younger than 18, are travelling together on a Jetstar Asia (3K) flight, then the parent or guardian of each young passenger will need to complete the declaration form and present it to a Jetstar team member during check in. This is required even if the young passengers have the same parent or guardian.

By completing and signing the declaration form (the “Form”), the author (“You”/”Your”) confirm the following:
- You are the legally registered parent or guardian of the Young Passenger;
- The Young Passenger is aged over 12 and under 18 at the time of the first flight on their booking;
- You have read and understood Jetstar Asia’s Conditions of Carriage, Fare Rules and policies on www.jetstar.com relating to the carriage of Young Passengers Travelling Alone on Jetstar Asia;
- You confirm the Young Passenger meets Jetstar Asia’s Independent Traveller Requirements and You have assessed and approved the suitability of the Young Passenger to travel alone;
- You are aware Jetstar Asia will not offer the Young Passenger supervision within a dedicated unaccompanied minor service and You accept any risks associated with allowing the Young Passenger to travel alone on a Jetstar Asia flight(s);
- The details submitted by You within this Form are true and accurate and You agree to reimburse Jetstar Asia in full for any reasonable costs or expenses incurred by it as a result of any of the details being untrue or inaccurate; and
To accept the Young Passenger to travel alone on a Jetstar Asia flight(s), the Form must be:
- completed in full and signed by You - the relevant parent or guardian of the Young Passenger; and
- presented by You (along with Your valid passport, driving licence or NRIC) to Jetstar Asia staff at the airport.
